A Gang Leader Released into the United States Despite 23 Murders Warrant: ICE Arrests “Gianfranco 23”, Head of Peru’s Violent Los Killers de Ventanilla y Callao.

A significant development has taken place in the world of immigration and law enforcement, as a notorious gang leader was released into the United States despite being wanted for multiple murders in his native country. The decision to release this individual is being criticized by many, who believe that the U.S. Department of Homeland Security (DHS) should have prioritized public safety and national security instead.

The individual in question is Gianfranco Torres-Navarro, a 38-year-old man who leads the brutal and violent gang known as “Los Killers de Ventanilla y Callao” in Peru. According to reports from the Associated Press, Torres-Navarro is wanted in his home country for a staggering 23 murders. His notoriety has earned him the nickname “Gianfranco 23”, which refers to the number of people he is alleged to have murdered in Peru.

Col. Franco Moreno, from the High Complexity Crime Investigations Division in Peru, described Torres-Navarro as a highly dangerous criminal who believed he was untouchable and responsible for a series of murders. These incidents reportedly include not only other gang leaders but also their families, all executed to strengthen his criminal leadership within Los Killers.

The journey of Gianfranco Torres-Navarro to the United States began on May 16 when he crossed the U.S.-Mexico border near Roma, Texas. After being apprehended by Border Patrol agents that day, Torres-Navarro was given a Notice to Appear (NTA) before a federal immigration judge and released into the U.S. interior.

It wasn’t until July 8 that Immigration and Customs Enforcement (ICE) agents became aware of Torres-Navarro’s true identity as the leader of Los Killers, a notorious gang wanted in Peru for multiple murders. Prior to his arrest by ICE agents, it is believed that Torres-Navarro initially fled Peru after the murder of a retired police officer and the shooting of a restaurant employee in San Miguel.

In addition to capturing Torres-Navarro, ICE agents also arrested Mishelle Sol Ivanna Ortiz Ubillus, who is considered the gang leader’s right-hand person and holds a leading role within Los Killers. Both Torres-Navarro and Ortiz Ubillus are currently in ICE custody; Torres-Navarro is being held in Buffalo, New York, while his girlfriend is detained by ICE agents in eastern Pennsylvania.

This case raises important questions about the efficacy of border control and immigration policy in the United States. Critics argue that releasing a known murderer into society without proper monitoring or restraints puts innocent lives at risk and undermines public trust in law enforcement agencies responsible for ensuring safety and security.
